The Community Outreach and Extension Service Office was formally instituted way back in 1994 under the Presidency of  Dr. Virgilio C. Bautista with Dr. Ruben S. Yapyap as the first appointed Director until the year 2001.

Mrs. Ma. Cecilia G. Navor had a one semester stint as Director replacing Dr. Ruben S. Yapyap in the same year of 2001. Dr. Percival C. Mabanta took over the Office in 2002 also as the first Director of the National Service Training Program until 2004. After summer of 2004, Mr. Rafael M. As a suggestion of the PACUCOA Accrediting Team during the Third Level Re-reaccreditation of the Colleges of Business Administration, Graduate School and Teacher Education and Liberal Arts, the Directorship of the Community Outreach and Extension Service and the National Service Training Program was separated and Mr. Rafael M. Marzan  was given the NSTP as Director and the community Outreach was passed on to Mr. Raymond C. Agpawan as the OIC.
