Year 1996 :.
The humble beginning of the MIS Department was initiated through the bulk entry of DOST Scholars into the university 2nd Semester School Year 1996-1997. Although the department was not formally established or recognized, MIS related job functions and headship of the University’s Technical Department was given to Mr. Luder Zarate. With fast emergence and development in the area of Information Technology, the University must confirm and incorporate to its curricula and instructional methodologies whatever technological advances that is affordable and available, thus, Mr. Zarate was offered the headship of the Internet Library which was made a separate department previously under the University Library effective 2nd Semester School Year 1998-1999.

Year 1999 :.
Projects started to emerge like purchasing of computers for the expansion of the Internet Library from 3 computers to 20 computers for browsing, computers and scanners for the digitization of records from the Registrar’s Office and development of in-house software for the extraction of grades from diskettes. One of the major projects of the Internet Library was the digitization through digital imaging of the Registrar’s Office student Transcript of Records. The project started with 6 staff (Melba Baliwan, Luder Zarate, Cynthia Zarate, Joana Calderon, Rizza Salvilla-Ramos and Gerald Solis) and 6 OJTs. On October 1999, Ms. Baliwan became the new Registrar. Mr. Solis resigned and Ms. Calderon and Ms. Salvilla transferred to the Registrar’s Office. With this major turn-over of staff, additional full-time staffs (Programmers: Mr. Edgar Lucero, Mr. Aries Salvajan, Ms. Caroline Mara, Ms. Evelyn Abuan-Marco, Mr. Vince Esmeralda and Mr. Denver Ferrer) were hired June 14, 1999 to continue with not just the digitization but also the development of in-house software like the Internet Logging, Library System, Interactive Activity Software for the Elementary Department, Payroll System, and the initial attempt to create a Computerized Enrolment System. Mr. Esmeralda and Mr. Ferrer were assigned additional job function as Network Administrators of the Internet Library.

Year 2000 :.
The idea of a Computerized Enrolment System was fully supported by then President Virgilio Bautista and by the College Deans. This major step required major attention and resource allocation. Hiring of additional staff was inevitable. This project created the MIS Division under the Internet Library and was headed by Mr. Arthur Evangelista from the Registrar’s Office and 9 additional staff (Jayson, Jovie, Donna, Cherryl, Anton, Rolly, Framil, Imelda and Joey) was hired late August 2000. But another major event occurred in the late 2000 until 2001 which hindered all projects by the Internet Library Department. The Economic Breakdown of 2001, like any other company around the world, left the University of Baguio one choice but to mass lay-off employees. Mr. Vince Esmeralda, Mr. Denver Ferrer, and Mr. Edgar Lucero were the only staff remained in the department. Mr. Ferrer solely became the Network Administrator and Laboratory Custodian of the Internet Library, Mr. Esmeralda concentrated on developing and maintaining software for the Elementary Department, and Mr. Lucero was transferred at the Payroll Department..

Year 2001 :.
Eng’r. Talisuyo Bautista and Eng’r. Lakan-asa Bautista took over the Internet Library Department and a Network Administrator was hired in the person of Mr. Jose Paolo Solano. The Technicians Department, with staff Mr. Clarence Mortel, Mr. Jeffrey Herreria, and Mr. Elmer Dangatan, was also transferred under the hood of Eng’r. Talisuyo Bautista. Also during this turn-over, the overseeing of the Computer Laboratories 3306(D303), 3204(D202), 1219(F104), 1311(F205), 1307(F206), 1305(F207), 1303(F208) and 1301(F209). In April 2002, Mr. Ferrer and Mr. Esmeralda’s contract expired and they left the department for their OJT at Texas Instruments Philippines, Inc. From April 2002 to September 2002, plans to revive some projects came to existence. It was from the dates mentioned that the MIS Department was formally created as a separate department under the Directorship of Eng’r. Talisuyo Bautista and the separation of the Computer Science Department from the College of Commerce and Accountancy as a separate college, the College of Information and Communications Technology under the Deanship of Eng’r. Lakan-asa Bautista. The Bautista brother’s worked hand-in-hand for the realization of projects by the MIS Department and by the College of ICT. Projects under Eng’r. Talisuyo Bautista includes the purchase and control of computer equipment and peripherals, improvement of the Internet Library, establishment of the CD Library, University computer networking, On-Line Grades Inquiry, Evaluation System, Website Development and Maintenance, among others. Major projects in coordination with the College of ICT was the revival of the Computerized Enrolment System initially developed by Mr. Neri Michael Abat and Mr. Perry Agustin launched in the Summer of 2003 and the SMS System (200?) developed by Mr. Rommel Assuncion.
